The City of Saint Paul, Ramsey County, Hennepin County and the City of Minneapolis are all committed to helping small businesses grow and thrive in the local marketplace. Each has adopted its own Program to assist such businesses, including those owned and operated by women and minorities.
In 1998, the four jurisdictions, began working together to establish a central system for certifying businesses that wished to participate in the various programs--the CERT Program. This program continues to provide a "one-stop-shop" where businesses can file one set of paperwork to become certified for all four jurisdictions.
Based on the success of this initial effort, in the fall of 2002, the four jurisdictions decided to expand their collaborative efforts to include various kinds of information and outreach activities . The "Collaborative" jointly sponsors a variety of workshops and printed materials to help certified vendors learn about and participate in the public contracting process.

The City of Saint Paul is currently serving as the contact point for the CERT Program and the general activities of the Collaborative.
